Job Description: The Environmental, Health and Safety (EHS) Manager for QED’s Atlantic Beach, Florida office ensures that chemical cleaning, maintenance, and repair services performed aboard U.S. Navy vessels and berthing barges complies with the safety, health, and environmental requirements of customers, prime contractors, and state and federal regulatory authorities.
Ensures all hazardous material and hazardous waste are managed properly in accordance with SERMC Local Standard Item 099-60SE.
Ensures that hazardous material and hazardous waste storage containers are properly labeled and identified in accordance with EPA and DOT regulations. Ensures all hazardous waste containers are DOT-certified and in good condition prior to shipment.
Manages the disposal of hazardous wastes generated during shipboard maintenance, repair and alterations in accordance with Resource Conservation and Recovery Act (RCRA), Code of Federal Regulations (CFR) Title 33 (Navigable Waters), CFR Title 40 (Protection of the Environment), U.S. Coast Guard and Florida Department of Environmental Protection (FDEP) requirements.
Completes hazardous waste shipping manifests and tracks waste disposal until completion and final manifests are received in accordance with RCRA and DOT requirements.
Completes RCRA Biennial Hazardous Waste Reports for FDEP/EPA review.
Per OSHA requirements, ensures the safety training of current employees and new hires for shipyard hazard awareness; fall protection; personal protective equipment (PPE) requirements; injury prevention; confined space entry and IDLH atmospheres; hazardous industrial chemicals; welding safety; power and hand tool safety; ship machinery safety; electrical safety; fire protection and first aid/AED.
Makes frequent visits to shipboard and production shop work sites to perform safety inspections and audits.
Maintains Safety Data Sheets (SDS) for chemicals stored on-site in compliance with HAZCOM requirements.
Performs weekly facility and work site safety compliance inspections and submits monthly reports to corporate.
Completes and submits weekly, monthly, and yearly environmental reports for customer review.
Initiates incident investigations for accidents or near-misses and performs root cause analysis to prevent the recurrence of safety or environmental non-conformities.
Maintains OSHA 300 reporting log and submits workplace injury reports to corporate; ensures the timely notification of any work-related recordable injuries to OSHA.
Monitors insurance claims for Worker’s Compensation and vehicle damage and monitors the medical treatment of occupational injuries.
Maintains training records and schedules annual training for respirator fit tests and physicals, Shipyard Competent Person Training, OSHA 10 Maritime, WAF/Tag-out training, RCRA Hazardous Waste, DOT HAZMAT training, and other training as required.
Manages the local security program to ensure base, shipyard, and shipboard access of company and subcontractor personnel.
Job Requirements/skill sets: Minimum of 2 years of environmental and/or safety experience, strong knowledge of EPA and DOT regulations, good communication and organizational skills, strong attention to detail. Preferred experience managing safety and/or environmental programs, experience in a shipboard, shipyard, or maritime environment, RCRA Hazardous Waste training. Candidate must pass a security screening and be eligible for a government-issued DBIDS credential. Valid Driver’s License required.
Education Requirements: High School/Trade School graduate.
