JOB DESCRIPTION:  This position is that of Planner/Estimator (P&E) within Q.E.D. Systems, Incorporated.  Q.E.D. accomplishes repairs, installations, and alterations to ships and craft in a maritime environment.  All systems and equipment’s aboard ships and marine craft are included, except nuclear power plants.  As Planner/Estimator you will be responsible for the planning/estimating of Repair Items and Ship Alterations including work definition, material identification and cost using drawings, technical documents, NAVSEA Standard Items. You also will be responsible for correct formatting of Work Items and Estimates in accordance with published directives. Must be experienced and knowledgeable with Hull, Mechanical and Electrical Systems (HM&E). Reports to Planning Supervisor.

DUTIES AND RESPONSIBILITIES:

• Duties include taking all ship’s force, Alteration Installation Team (AIT), and shipyard work, including service and repair routines, modernization and preventative maintenance actions, and presenting as work requirement statements at the SWLIN and Line Item level. This is currently recognized as the prime function of the Planning Activity organization, and ultimately results in the development and issue of availability specific, integrated specification work package. Provides detailed cost estimates, to the paragraph and trade level, for developed work specifications and new work written by planners.  Maintains and manages cost estimating guide.  Conducts ship checks to validate repair/alteration information.
• Planner/Estimator will produce estimates, based upon ship checks as feasible, for all solicitations assigned. Upon award the Planner/Estimator will conduct the development of schedules and material procurement lists for all tasks assigned by the Director.  Information and data (e.g. government work specifications, drawings, material lists, SARs, technical manuals, MACHALT Instructions, etc.), upon which to initiate planning and estimating efforts, will be obtained as required.  Planning will be conducted in a timely manner, so that the Production Manager, Field, Shop, and Facilities Managers can effectively program resource requirements and commitments.
• Thoroughly review all work specifications and applicable reference materials to ensure a complete and accurate understanding of work scope requirements. Site visits and liaison with requesting activity representatives and other members as necessary will be conducted to further understand work scope.  Estimates will be through, fully supported and documented using estimate work sheets.  Work sheets, material and subcontractor quotations and other reference materials will be maintained in a neat and orderly manner by work specification for easy reference and review.
• Estimates shall be completed in accordance with advance planning milestones established to allow for orderly reviews, briefings and preparation of all necessary documents for bid submission. Prepare fixed price bid estimated by using man-hour labor, by skill/trade area and quotes.
• Write and review Depot level 4E specifications for installing and modifying structures of ships that may include rolling, bending, cutting and otherwise shaping and joining plates, beams and other metal parts.
• Work from technical drawings, design memos and sketches, then validates on site measurements for structural items such as supports, frames, foundations and closures.

• Write and review Depot Level 4E specifications for the maintenance, inspection, and test and be able to diagnose improper operating procedures and equipment casualties/failures which support corrective actions on marine main propulsion diesel engines, diesel generators, and component systems.
• Inspects and maintains familiarity with repairs necessary on steam turbines used for ship’s propulsion and auxiliary equipment such as turbo generators, pumps, refrigeration/air conditioning and laundry equipment.
• Write and review Depot level 4E specifications for the maintenance, inspection, test and operating efficiency of distribution panels, switches, switchboards, controllers, voltage regulators, current transformers, electric motors, storage batteries, voltage transformers and electrical power equipment including shipboard elevator systems.
• Assist Program and Project Managers with Planning and Estimating Surface Alterations, Repair or Fleet Modernization projects.
• Analyzes blue prints, drawing packages, and other documentation to prepare time, labor and material estimates for both shop and shipboard efforts.
• Prepares comparative estimates as a basis for selecting qualified subcontractors.
• Ability to read and interpret ship installation drawings, installation specifications and NAVSEA Standard Items is a must.
• Responsible for correct formatting of Work Items in accordance with published directives (NAVSEA Standard Items, JFMM Appendix 4-E). Possess knowledge of Ship’s Hull and Structural Systems with a well-rounded overall understanding of ship repair and modernization with respect to trade disciplines required to support work item development. A thorough understanding and familiarity with NAVSEA Standard Items, GSO, NSTM and Blueprints is required.
• Responsible for the development of properly formatted 4E specifications/work items containing all required technical information and production information, by conducting ship-checks when necessary and review of applicable ship system drawings, blueprints and technical publications to gather necessary information for input into the Navy Maintenance Database (NMD) for subsequent review and approval by Government representatives

• Candidate will also be responsible for quality review of planning products to ensure comprehensive definition of all aspects of the work request; including boundaries, scope, interferences, technical requirements, quality assurance requirements, material cost and ordering specifications, definition of trade skills necessary and detailed material and man hour cost estimates.
• Applicant will be required to review engineering design plans, design concepts and proposals for adequacy, test specifications and fabrication and installation methods and processes.
• This position requires a thorough understanding of the Joint Fleet Maintenance Manual (JFMM), ship repair planning and estimating requirements, U.S. Navy surface ship maintenance and modernization planning processes, use of the Navy Maintenance Database and use of the Validation, Screening and Brokering (VSB) automated information system.
• Requires knowledge of Hull and Ship Systems with a well-rounded overall understanding of ship repair and modernization with trade disciplines required to support work item development.
• All other duties as assigned.

JOB REQUIREMENTS/SKILLSETS:

• Must have good written communication, interpersonal, problem-solving, analytical, mathematical, and organizational skills. Ability to follow directions is a must. Applicants must be able to work well alone and as part of a team.
• Must have a comprehensive and thorough knowledge of the full range of principles, concepts and practices related to surface combatant ships, carrier and submarine repair and overhaul programs including ship modernization.
• Must have extensive knowledge and experience in NAVSEA Standard Items (NSI), Joint Fleet Maintenance Manual (JFMM) VII-4E, military and commercial specifications and standards, naval drawings, shipbuilding/ship repair practices and industrial processes.
• Expert in the Navy Maintenance Database (NMD) Basic Knowledge, if not familiar with NMD, must be a fast learner
• Knowledge and experience of technical writing to develop detailed reports, recommendations, planning documents and correspondence concerning labor conditions, production costs, methods, process and material costs related to the ship repair industry as well as government and local practices.
• Ability to lift, carry and transport heavy equipment and boxes. The exact weight requirements will be determined by the specific job, but no less than 30 lbs.
• Ability to work on and climb ladders, work in extreme temperature environments, aboard ships, in shipyards, under industrial conditions and in confined spaces.
• Travel may be required within and outside of the continental United States.

Senior Level Requirements:  Qualified candidates must have 10 or more years’ experience developing production Planning documents and estimates for work executed on US Navy, Coast Guard, Army, or MSC Ships.  Should have experience with JFMM 4E requirements.

Mid-Level Requirements:  Qualified candidates must have 5-10 years’ experience developing production Planning documents and estimates for work executed on US Navy, Coast Guard, Army, or MSC Ships.  Should have experience with JFMM 4E requirements.

Junior Level Requirements:  Qualified candidates must have 3-5 years’ experience developing production Planning documents and estimates for work executed on US Navy, Coast Guard, Army, or MSC Ships.

EDUCATION:  A Bachelor of Science degree in an engineering or science field, or ten years of  experience in the Naval Marine Engineering field holding responsible engineering related positions, plus successful completion of Naval schools such as the Naval Academy, a Merchant Marine Academy, or Military Class “A” or “C” school, which together with the experience will give the equivalency of a BS degree.

SECURITY CLEARANCE: This position requires US citizenship and will be subject to a security investigation, must meet the eligibility requirements to obtain, and maintain a Secret Clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.
